Leader or Authority figure

I had a conversation yesterday about leadership and/or authority. I think this has a lot to do with our country and how its conceived by the rest of the world. If you have a higher rank then you have authority. But if you want things done you need leadership. Authority only gets you so far. Police are a good example. Their authority goes only so far. Creative policing creates leadership and effects change. I heard a comment yesterday that you can dangle a carrot in front of them to move but you might have to eventually beat them with the stick to get things done. Funny analogy but the result of a non leader way to get things done. Not much leadership in whacking somebody. Have you had a manager like that?
